Penny is the niece of Inspector Gadget and daughter of the vigilante known as "The Shadow". She is also a member of the Saints and is one of Dexter Hamister's top lieutenants.
Shadow of the Night[]
Before the events of the story Penny was believed to have been killed in an unknown incident. This led to her grieving father to take on the mantle of the "Shadow" and get to the bottom of her death.
Enter the Dominatrix[]
Young
Penny is with Dex, Kinzie, Johnny, and Julius when Stinky Farterson pulls up on a Harley with Josh Birk. Josh is shown around while Penny questions the strange objects she photographed in the sky - flying saucers. Stinky is in disbelief. She had captured at least 100 ufo pictures. She later participates in the raid of the Military Island. She tries to hack into the system, but is captured by an unknown man. She struggles, but to no avail. The men then take her to an empty field where a giant UFO shows up, and takes her in. She is chained to a table, and a large 9 foot alien walks up and begins beating her senseless. He forces her to give up the location of Steelport, and the aliens plan and assault on earth in 20 days. The alien (Zinyak) then sends her back to the warehouse where she is left to die.
Saints Row The Third[]
Penny is a teenager by the events of Saints Row 3.
Penny is a main character alongside the Saints in Saints Row 3. She is an experienced hacker and works alongside her uncle 'Inspector Gadget' at HQ alongside Kinzie Kensington. Her technical expertise and intelligence make her a valued ally of the Saints. She was also the first to decipher the Zin invasion, yet nobody believed her.
Mr Snuggles[]
She is captured by Mr Snuggles (who is the identity of Doctor Claw) in order to harness Inspector Gadget's advanced technology. She is dangled over a vat of chemicals by Mr Snuggles, who threatens to drop her in unless Inspector Gadget does his bidding.
